In 1999 the California
State Legislature
enacted legislation to
fund a pilot project
which led to the
creation of the River
City Community Homeless
Program (RCCHP).
Assembly Bill 34
(Steinberg) authorized
$10 million to develop
programs which would
provide integrated
community outreach
support to individuals
who were homeless, at
great risk of
homelessness or
incarceration, and had a
serious mental illness.
El Hogar was fortunate
to be one of two mental
service providers in the
Sacramento region to
initiate a pilot
program. Based on
the success of the
initial pilot project,
in 2000, Assemblyman
Steinberg drafted
Assembly Bill 2034,
which appropriated
approximately $55
million to expand the
program to an additional
23 counties.
The River City Community
Homeless Program
provides complete
wrap-around services to
homeless adults with
mental illness in the
Sacramento region.
Services include
immediate housing,
linkage to SSI and
employment, service
coordination,
transportation,
medication services, and
“whatever it takes”
mental health support.
