Recovery, Engagement, Navigation, Empowerment, Wellness (RENEW) Full-Service Partnership
As of July 1, 2026, El Hogar Community Services will proudly provide services through the Recovery, Engagement, Navigation, Empowerment, and Wellness Full-Service Partnership (RENEW FSP) Program.
RENEW is Sacramento County's redesigned Adult Full-Service Partnership (FSP) system of care, created under the Behavioral Health Services Act (BHSA). The program reflects statewide legislative changes as well as valuable input from individuals receiving services, family members, community stakeholders, and behavioral health professionals who participated in community planning sessions and focus groups beginning in 2025.
As part of this countywide transition, El Hogar's former Community Justice Support Program (CJSP) and Sierra Elder Wellness Program (SEWP) have become part of the new RENEW Full-Service Partnership network, working alongside other community providers to deliver comprehensive, person-centered behavioral health services throughout Sacramento County.

Program Start Date: July 1, 2026
Service Area: Sacramento County residents
Referrals: Both RENEW FSP locations accept referrals through Sacramento County's Intensive Placement Team (IPT). Individuals are screened using the Level of Intensity Screening Tool (LIST) to determine eligibility and ensure appropriate placement.
Our Locations
El Hogar operates two of Sacramento County's ten RENEW Full-Service Partnership sites:
- RENEW FSP – Florin (Formerly known as CJSP)
- RENEW FSP – Bercut (Formerly known as SEWP)
Both locations will continue to provide community-based, recovery-oriented services designed to support individuals with complex behavioral health needs.
Our Approach
RENEW is built on a recovery-oriented, person-centered model that emphasizes hope, choice, independence, and meaningful community participation. Services are individualized and designed to meet people where they are, helping them achieve their personal recovery goals while promoting long-term wellness and stability.
Services Provided
RENEW provides a comprehensive range of behavioral health services, including:
- Community-based services delivered wherever individuals choose to receive support
- Warm handoffs and coordinated care across providers and systems
- Comprehensive case management
- Individual therapy and counseling
- Peer support services
- Psychiatric evaluation and medication management
- Individualized skill building and coping strategies
- 24/7 crisis response and intervention
- Housing support and housing navigation for eligible participants
- Employment services through Individual Placement and Support (IPS)
- Comprehensive services for co-occurring mental health and substance use disorders, including field-based assessments, Medication-Assisted Treatment (MAT) linkage, and other substance use treatment options
- Culturally responsive, trauma-informed care
- Family and natural support involvement, when desired by the participant
- Evidence-Based Practices (EBPs) and Community-Defined Practices (CDPs)
- Strengths-based, recovery-focused care
- Comprehensive Recovery Services through Assertive Community Treatment (ACT) and Forensic Assertive Community Treatment (FACT)
- Enhanced Recovery Services through Intensive Case Management (ICM)
